  NY State MS4 Permit (GP-0-08-002)

Overview

On April 15, 2008 New York State Department of Environmental Conservation (DEC) issued SPDES general permit for stormwater discharges from Municipal Separate Storm Sewer Systems (MS4). This permit GP-0-08-002 became effective on May 1, 2008. This new MS4 permit builds upon the requirements from the previous permit.

The new permit requires all MS4 operators to submit an annual report by June 1st of every year. The permit document outlines several of these reporting requirements. In order to comply with the reporting requirements of this new MS4 permit, it is important for all MS4 operators to use some kind of Asset Management System.

Azertia can conduct Outfall Reconnaissance Inventory as per EPA publication entitled Illicit Discharge Detection and Elimination: A Guidance Manual for Program Development and Technical Assessment. We use high accuracy GPS equipment to located the outfalls within 1-2 feet. Our trained technicians collect the outfall data and identify any problems detected.

Stormwater System Mapping

Azertia also provides services for creating the stormwater network using Global Positioning System (GPS) field survey. All MS4's located in East of Hudson watershed are required to map their stormwater system over next 5 years. Azertia can cost effectively help with this requirement. Here are some of the highlights of services we provide for stormwater management:

  • Create GIS based digital stormwater network maps using GPS field survey. This includes mapping of all catch basins, storm manholes, drop inlets and digitizing of storm pipes, capturing attributes like pipe material and size.

  • Mapping of open channel drainage and capturing of attributes.

  • Locate and inspect stormwater outfalls

  • Locate and inspect Structural BMP's.

Stormwater Software

Azertia provides FACTS Viewer XF software that allows users to keep maintenance data on all stormwater assets. FACTS Viewer is a GIS based asset management system for managing stormwater assets. When the software is used in normal operations, it allows municipalities to track all stormwater related operations and maintenance. Here are some of the key reports that FACTS Viewer can produce:

  • Create mailing lists and mailing labels for sending stormwater education material to citizens. Create reports showing where the materials were sent.

  • Plan stream cleaning, catchbasin tagging activities

  • Keep maintenance information on catchbasins, streets and produce reports at the end of the year summarizing the maintenance activity performed.

  • Track all MS4 stormwater outfalls and their inspection data. Produce reports showing which outfalls were inspected when.

  • Track all active construction sites and keep a history of when they were inspected.

  • Keep maintenance information on Structural BMP's and produce reports on the maintenance activity.
