Stormwater Management
The EPA Phase II
Regulations expanded the National Pollutant Discharge Elimination
System (NPDES) storm water program. The Phase II regulations address
storm water discharges from small municipal separate storm sewer
systems and construction sites that disturb one to five acres.
Affected communities and industries are required to develop storm
water control programs that include six minimum measures that EPA
believes “should significantly reduce pollutants in urban storm
water.” A pivotal first step in achieving compliance is
implementation of a credible computer based asset management system
with strong reporting and system mapping capabilities.
Azertia has
assisted numerous municipalities to comply with NPDES Phase II
requirements. Our wide experience encompasses development of annual
MS4 storm water reports through implementation of stormwater
management plans.
Starting with the issuance of Phase II regulations, Azertia has
worked with municipalities to plan and implement storm water
management programs. Azertia goes the extra distance to help
municipalities create a centralized mapping database of their
stormwater network, including stormwater outfalls. Azertia also

NY State MS4 Permit (Permit
No. GP-0-08-002)
The NY State DEC has issued new permit requirements for operators of
Municipal Separate Storm Sewer Systems (called MS4s – Small System
Operators) to be effective from May 1, 2008. The new permit expands
upon the Minimum Control Measures (MCM) that were required in the
