Stormwater Management

The EPA Phase II Regulations expanded the National Pollutant Discharge Elimination System (NPDES) storm water program. The Phase II regulations address storm water discharges from small municipal separate storm sewer systems and construction sites that disturb one to five acres. Affected communities and industries are required to develop storm water control programs that include six minimum measures that EPA believes “should significantly reduce pollutants in urban storm water.” A pivotal first step in achieving compliance is implementation of a credible computer based asset management system with strong reporting and system mapping capabilities.

Azertia has assisted numerous municipalities to comply with NPDES Phase II requirements. Our wide experience encompasses development of annual MS4 storm water reports through implementation of stormwater management plans.

Starting with the issuance of Phase II regulations, Azertia has worked with municipalities to plan and implement storm water management programs. Azertia goes the extra distance to help municipalities create a centralized mapping database of their stormwater network, including stormwater outfalls. Azertia also provides municipalities with specially designed software for managing day to day stormwater operations.

The following are the specific areas where Azertia can help the City:

  1. Develop a storm water management plan.
  2. Review existing maps and other data sources
  3. Perform GPS fieldwork to locate all storm water assets in the field
  4. Perform GPS fieldwork to locate all storm water outfalls in the field
  5. Create a digital database of storm water network for the City
  6. Provide software for managing day to day operations.

At the core of any serious compliance program is establishment of a credible computer based asset management system (storm system database) with strong reporting and mapping capabilities. The benefits to any organization include:

  • A centralized compliance information source
  • Improved storm water runoff analysis capability
  • More systematic identification and assessment of potential pollutant sources
  • Help in complying with other impending regulatory requirements, namely Governmental Accounting Standards Board changes (GASB 34) that requires municipalities to meet new standards related to the management and reporting of infrastructure assets.

Azertia provides the experience and knowledge to step you through the entire path to implementation of your system, including:

  • Global Positioning System (GPS) field asset surveys/audits
  • Catch basin marking (plaques or stencil marking)
  • Hard copy map and/or digital data conversion
  • BMP identification and extraction from as-built drawings and/or CAD file drawings.
  • Record scanning/indexing
  • Storm water network creation
  • Identify and digitize pipe network flow directions based on field pipe observations and contours.
  • Define drainage flow maps (potential pollution discharge flows).

NY State MS4 Permit (Permit No. GP-0-08-002)

The NY State DEC has issued new permit requirements for operators of Municipal Separate Storm Sewer Systems (called MS4s – Small System Operators) to be effective from May 1, 2008. The new permit expands upon the Minimum Control Measures (MCM) that were required in the old permit. For more information on software and services Azertia can provide to help municipalities comply with NY State MS4 permit requirements visit NY State MS4 permit page.
